Can a failed drain field be repaired, or does it have to be replaced?

It depends entirely on why it failed. A field that is merely overloaded or has a silted distribution box can often be brought back with pumping, flow reduction, and repairs upstream. A field whose soil interface has been sealed by years of solids, or one that sits too close to the seasonal water table to work reliably, is a replacement. The diagnosis matters far more here than anywhere else in septic work, because the cost gap between the two answers is enormous.

Why is the grass greener over my drain field?

Because effluent is reaching the root zone instead of dispersing at trench depth. It is effectively fertiliser and moisture arriving too close to the surface, and it usually shows as bright stripes following the trench lines. On its own it is an early warning rather than an emergency, but it means the field is no longer absorbing at the depth it should.

Does resting the system fix a saturated field?

Sometimes, partially, and rarely permanently. Cutting flow lets a field drain down and can buy real time, which is worth doing while you plan.
